Yeah, that's a powered parachute. If it has a wing it's a powered paraglide. They are fun and pretty much all are considered ultra lights and require no licenses. Two seaters are usually over the 254lbs and require sport pilots license (very easy to obtain) to fly tandem.
The paramotor is the engine and prop attached to a seat with a single person. The most expensive part is the chute. Fits in the bed of the truck. Only if I could weld aluminum!
