Need HELP Removing 86 steering stem

Hello everyone I’m currently breaking down an 86 and I’m trying to remove the steering stem and I’m getting resistance.I removed the lower nut beneath the dust cap,
I removed the steering stem mount from the frame and I’m pulling pretty hard upward and nothing.Does the clip beneath the dust seal hold it in place?or do I just need to tap the bottom of the shaft with a rubber mallet or piece of wood and a hammer?thanks in advance for any help.

The c-clip is just for holding the bearing in place... Get a little penetrating oil in there & after letting it soak for a bit give it a love tap & it should break free.
