Title: Rear Brake pedal issue.

Hi guys, looking for a little insight.  I cant find a good diagram to show the rear brake pedal assembly.  Everytime I tighten down the footpeg to lock in the brake pedal it stiffens up t where you cant move it.  I have the washer on the inside, then the pedal.  Is the washer suppose to go on the outside or is there another piece I am missing?  This might be a dumb question but just cant find a diagram to confirm,
