electrical issue with harness

I have irriidac voltage onnmy 86 ATC 250R.  Varies between 8 and 75 volts. Ive swapped everything. I did notice when I put rhe multi meter on ohms and beep I have a completed circuit when I test the green and white wires that plugs into the ac regulator it beeps my other 2 harness dont what you think.

You have a short. I don't have a diagram in front of me, but if you are getting continuity where you shouldn't then then the wires are touching somewhere.
