Derek, did you measure around the inlet tube on the radiator? You should have taken a some measurements around the top tank where the inlet tube is.

yea i did.  i dont know how accurate all this is after reading jerry's post but it seemed to be around 165 just like the hoses and gauge block were

Try a thermometer like this if you are unsure of your IR thermometer.

Stick it in the upper left hand corner of the radiator, even through the fins right up against the top tank if it will fit.

Yea the IR Thermometer was a fluke so it should be pretty decent one but I was just going off what Jerry said about the different surfaces.

If it's over heating it would spit a lot of water into the overflow right? My level would change significantly right?

Try taking the rad cap off and start it to see if you have any foaming going on in the rad. Mine was over heating and I found out it was foaming up from a bad O ring in the head that was letting hot exhaust gasses into the cooling system.
