Its pretty odd that it does the same thing with two different carbs. try turning the fuel off while running and see if it starts to rev while opening throttle as some of the fuel is used up in the bowl.

The two carb thing is goofy, make sure your whole ignition is oem, plug gap .018, reeds are good, air screw 1.5 turns out, clean air filter, clean exhaust.

It has a 45 pilot jet in it and a 162 main jet in it and I turn the gas off and it still does the same thing could have to do with the slider adjustment ? The needle position is in the center my dad thinks it has to do with the twist throttle and cable possibly? But does anyone know what the readings should be for the stator so we can test it and see if it's bad or not ? Any help would be great thanks

I tore it apart yesterday and checked all the connections and they are all good and is getting plenty of spark idk what the air screws are suppose to be at on the carb with the jetting it has but does anyone know how to check to see if the stator is bad or know how to check it? And the reeds on it are also good been trying to have someone who knows what there doing to come look but can't find anyone and don't have the money to take it to a shop just want to ride the quad before winter comes around miss riding lol any help would be great thanks

If you're getting spark then you should be fine, as far as electrical issues go. Not sure how to test a stator but you could get a spare from somebody and swap out parts.
Start getting spare electrical components and swap them out to eliminate the issue. Could be a bad CDI box
