@jerryhall are these good carbs? I see there are pro options that do away with the Jets but do they jet just like a normal carb? The reason I ask is I can get a new 39mm for about $100 and thought about getting one to mess with.

I was not aware that Mikuni ever made a 39mm TMS, maybe someone bored this one.  The TMS series was discontinued many years ago, so I do not know if new slides, needles and float tower assemblies are still available.  

I did not invest in all of the TMS & TMX needles, pilots and slides so that I could try to tune these carburetors.  These carburetors did not have an adjustable air correction or adjustable needle jets.  Not having the ability to change the air correction or needle jet limits how well a carburetor can be tailored to an engines specific needs and to the usable life span of the carburetor.  The Keihin PJ, PWK, PWM and Air Striker also lack these two adjustable circuits.

Ok thanks. Jets R Us has them and said they bought out the last remaining inventory of the 39mm.

I run a TMX and really like it. O was just looking for a bigger one. I will probably just get one bored. I like being able to change the needle jets.

The TMS and TMX slides do not interchange nor does the needles.  The needle jets are press-in on the TMX and TMS carbs and are not replaceable on the aftermarket TMS and TMX carbs

I have a tmx off of a cr250 and the needle jet is replaceable. It has been very handy in tuning it.

Does Honda offer different size needle jets for the OEM TMX carb?

Only a few. S4, S7, S8, and S9.  I would have to look up the actual sizes but all I used is the 8 and 9. I don't if any other needles work in them. I oem needles from a 97,98 yz 125 and 01 and 02 cr250. This has worked for me so far.
