Coolant leak

So when I bought jewel it had a coolant leak under the water pump that the PO had slathered a bunch of different sealants all over. It still leaked, but I'm assuming less than what it did before. Anyway I finally got around to checking it out and found that the vains of my water pump are trashed and under all that sealant I found a factory looking hole (I assume its a weep hole). So am I correct to conclude it was just leaking because my water pump needed to be rebuilt?

Yes and yes bud, its pretty easy to do though just take your time and read the clymer catalog and it will help a ton so you dont mess up the seals at all on installation.
